Is it right to wake your partner up at night to discuss an issue between both of you if you felt that it wasn’t resolved?

No. Definitely.

Sleep is for relaxing. Calming down yourself. Let one calm down. If you wake up the other person, you are interrupting his/her relaxation. Many people are coffee people, unable to do anything till they get their coffee. Most of us need some moment even after waking up.

See it analytically:

You as someone who has already woken up are in another state of mind than the one who still sleeps.

You already have time and energy in order to sum up your thoughts. The other is still in an inactive period of his/her time.

You are at an energy level that even after getting awake he/she still needs reach, which takes time, energy, and consciousness.

This is not an equal position. You are already saying the things while he/she is hardly awakened. You expect him/her to catch up with your thoughts, your engagement, while he/she is still in another state of mind.

It will distress both of you.

You will not get the attention you want, he/she will be led to distress as being unable to catch up with you.

You will babble in terms of understanding because she/he will hardly understand what you are telling him/her.

It is rare that he/she also will be on the same length at the same moment, and will resonate with you well. Not worth trying.

Better to go to another room, find some activity that calms you down, and get back to the issue when both of you are awake.

If it is not that easy, fetch a piece of paper, get a mobile, and jot down your thoughts, feelings, proposals for the discussion. The efforts to focus on your thoughts, feelings, the relaxation that comes with you expressing yourself will tire you and you will find a good sleep again, I am sure. Plus, you will have an agenda to discuss when the sun sets up again.
